PROBLEM TO BE SOLVED: To prevent the number of signal lines of a transmission line from being increased without fixing the arrangement position of a transmission line termination of an active system and a standby system in the case of realizing transmission duplicate changeover and to prevent number of signal lines of a transmission line contained by an exchange processing section from being increased. SOLUTION: Cells A 7a and cells B 7b received from incoming lines 5a, 5b to an exchange processing section 1 are given to an asynchronous transfer mode(ATM) switch 2, where a virtual path identifier(VPI)/a virtual channel identifier(VCI) is checked and the cells are exchanged based on the VPI/VCI. In the case that the cells A 7a and cells B 7b are outputs to duplicate transmission lines 4a, 4b, the ATM switch 2 makes multiple access to outgoing lines 6a, 6b to inform each of transmission line terminations 3a, 3b as the same cell stream.
