PROBLEM TO BE SOLVED: To provide a method of operation of a roller with which organic wastes are safely crushed after they are heat treated. SOLUTION: A motor 1 rotates a vertical shaft 2, and a material to be pulverized 28 is fed between a table 3 and a roller 5 and is classified by a separator 6 as a crushed material 29 before feeding to a boiler 9. Organic waste 21 is thrown in a rotary kiln 12 having a jacket 11, and oil 22 and combustion air 23 are fed to the jacket 11, and the organic waste 21 is heated at 200∼500 deg.C in an oxygen shortage state to thermally decompose it into volatile gas 24 and a residue 25. The gas 24 is fed to the boiler, and the residue 25 is fed to a mill through a feeding pipe 4 together with coal 26, if necessary and is crushed. The residue 25 consists essentially of carbon and is fragile and is easily crushed and is also thermally stable and is not ignited.
