PROBLEM TO BE SOLVED: To provide prescribed final quality even in the case of low encoding cost by performing prediction as the function of luminance compensation for the luminance value of reference image. SOLUTION: Motion information and luminance information is encoded so as to be multiplexed with encoded non-molten data, and decoded so as to be transmitted to a motion and luminance compensation circuit. In case of intra- mode, a circuit 12 receives an image, which is calculated during invertion except for the 1st repetition, at the 3rd input. The 1st image is calculated from the motion and luminance information and sent to a circuit 14 for calculating the number of times of repetition and determining a route as an output. The repetition calculation circuit 14 receive the calculated image, and the received image is transmitted again through a filter 16 and a subsampling circuit 17 to be input of compensation circuit 12. After the number of times of prescribed repetition, the reproduced image is a predictive image to the transmitted through the circuit 14 to a subtracter 7 and this predictive image is subtracted from an image I by the subtracter 7. |
