PROBLEM TO BE SOLVED: To improve the adhesion between an organic resin base and a silicon- bass coating material and improve the weatherability and durability of the bass material by compounding a binder resin comprising an acrylic resin and/or a vinyl resin with a specified inorganic compound. SOLUTION: The primer composition is obtained by compounding a binder resin selected from a (meth)acrylic resin and a vinyl resin with 0.1-30wt.% inorganic compound which absorbs ultraviolet rays of a wavelength of 320-400nm, and if necessary, 0.1-20wt.% organic compound of any one of formulas I to III (wherein R<1> to R<4> are each H or a 1-18C organic group), which absorbs ultraviolet rays of a wavelength of 280-400nm. This composition is applied on an organic resin base and heated at room temperature to 150 deg.C for 10min to 2hr to cure the binder resin, thus forming a primer layer with a thickness of 0.1-30μm. A silicon-base coating material consisting of 100 pts.wt. siloxane resin and 1-200 pts.wt. silica is then applied on the primer layer to form a transparent coating layer.
