PROBLEM TO BE SOLVED: To attain the high speed of retrieval by suppressing a storage device capacity as much as possible while holding well-balanced and high retrieval efficiency indicated by a reproduction ratio and an adaptation ratio in an on-line video information providing system or the like. SOLUTION: Correct answer data 11J corresponding to a character recognized by a character recognizing system 12 and registered as a sample, and then a candidate sequence and a distance value for maximizing an evaluation function αRF-βDB constituted of a reproduction ratio RF and the size DB of a data base are calculated as a threshold by using the correct data corresponding to the recognized character and an operation parameter 11I (α, β). Then, an index for retrieval is prepared by using the calculated threshold value as a reference, and the retrieval is operated based on the index for retrieval.
