PROBLEM TO BE SOLVED: To reduce a hand-off control load between virtual zones for an exchange attended with a mobile terminal equipment moving to an adjacent virtual zone. SOLUTION: Radio base stations 203-1-203-m and virtual zone controllers 202-a, 202-b are connected so that a virtual zone (a) and a virtual zone (b) are overlapped with each other. In the case that a mobile set 204 makes transmission, the radio base stations 203-1-203-m select either of the virtual zone controllers 202-a, 202-b so that the incidence probability of hand-off between the virtual zones is decreased in the virtual zone controllers 202-a, 202-b.
