PROBLEM TO BE SOLVED: To serve information requiring a large capacity to a portable terminal at a low cost in a short time by sending and storing information with high frequency of request from users to a 2nd information storage means in a 2nd server from a 1st information storage means in a 1st server in advance via a proper wired communication network and 1st and 2nd radio transmission reception means. SOLUTION: A 1st server 101 sends information with a high frequency of request from users to a 2nd server 107 in advance and stores in a 2nd information storage section 108. The information is sent from the 1st server 101 to the 2nd server 107 when a radio channel is idle among a wired communication network, 103 and 1st and 2nd radio transmission reception sections 104, 105. The 2nd server 107 sends the information requested from a portable terminal 109 to the portable terminal 109 at a high speed via the 2nd radio transmission reception section 105. Thus, the high speed information service is realized at a low cost by using a low speed wired communication network.
