PROBLEM TO BE SOLVED: To realize low cost and high efficiency without use of a transmission and also realize good response. SOLUTION: A maximum efficiency torque calculating means 9 previously has a total efficiency characteristic peculiar to a motor 7 and calculates the maximum efficiency torque of the maximum efficiency driven point in the rotating speed of motor 7 based on the rotation speed signal input from a rotation speed sensor 8 and the characteristic explained above. A torque command arithmetic means 1 calculates a pulse type second torque command value based on the maximum efficiency torque and externally given first torque command value. The motor 7 is driven based on this second torque command value.
