PROBLEM TO BE SOLVED: To reduce the frequency of occurrence of a communication stop state of a terminal equipment or the like due to transmission of a back pressure packet by adding a port selection means that selects a prescribed connection port for transmission of the back pressure packet to the hub provided with a back pressure packet generating means. SOLUTION: A packet received from connection ports P1-Pn of a multi-port repeater 1 and a transmission means 5 is stored once in a buffer RAM 2. A buffer amount detection means 3 reports that data in the buffer RAM 2 reach at least two prescribed amounts set in advance to a back pressure packet(BP) generating means 4 and a port selection means 8. The port selection means 8 sends the BP generated by the BP generating means 4 in the lower priority order decided in advance, e.g. in the order of the connection ports P1, P2,.... Thus, frequency of occurrence of a communication stop state of a plurality of terminals due to transmission of the BP is properly set and a degree of design freedom of the network is enhanced.
