PROBLEM TO BE SOLVED: To effectively maintain electrical insulation without damaging an insulating material charging part in an ignition coil for an internal combustion engine in which primary and secondary coils are wound on a columnar member and contained in a case and the material is charged in an air gap in the case. SOLUTION: An insulating elastic material (e.g. elastomer) is molded in the state that a winding of a primary coil 12 is wound on an inner core 10 to form an elastic layer 19. The core 10 and coil 12 are contained at a predetermined interval to the layer 17 and coil 12 in a cylindrical secondary bobbin 21, and a secondary coil 22 is wound on an outer surface of the bobbin 21. An insulating material (e.g. epoxy resin) is charged in an air gap in a case 60 including air gaps between the bobbin 21, the layer 19 and the coil 12 to form an insulating part 13.
