PROBLEM TO BE SOLVED: To make uniform the picture quality of decoded images. SOLUTION: According to a quantization matrix from a quantization index determination circuit 25, a quantizer circuit 15 weights a discrete cosine transform(DCT) coefficient from a DCT circuit 14, and that weighted DCT coefficient is similarly quantized by 21 quantizing step corresponding to the quantization index from the quantization index determination circuit 25. In this case, the coefficient of quantization matrix is a 1/2 coefficient to be ordinarily used so that the quantizing step of larger value over wider range can be used.
