PROBLEM TO BE SOLVED: To prevent the metal and the slag from being adhered to a vacuum flange without using any flange cover in a refining furnace to perform the vacuum refining by fitting a seal lid so as to cover a throat part, and closely attaching the lid to the vacuum flange on a furnace body side. SOLUTION: A vacuum flange 10 is provided on an inclined part 8 of an outer circumferential surface of a refining furnace 1 from a nose 9 to a straight body part of the furnace or the straight body part therebelow. A dummy flange 11 for preventing the slag in which the outermost circumferential surface is present on the inner side of the inner circumferential surface at the lower end of a seal lid 4 and the outer side of the inner circumferential surface at the lower end of a dust-collecting hood for atmospheric refining, is provided between the nose 9 on the outer circumferential surface of the refining furnace 1 and the vacuum flange 10.
