PROBLEM TO BE SOLVED: To produce a special liquid fertilizer from an org. waste originating from foods and animals and plants. SOLUTION: A compound active microorganism group obtained by mixing a microorganism group at least containing plural kinds aerobic microorganisms and an enzyme group at least containing several kinds of enzymes formed by the aerobic microorganisms and the org. waste are charged into water 11 in a treating tank 10, the mixture is aerated with large bulk of air more than 300l/min per 1m<3> while keeping the water in the treating tank at prescribed temp. to forcedly agitate and to suspend the compound active microorganism group and the org. waste and to decompose or dissolve the org. waste, and the suspended liq. is taken out as the special liquid fertilizer.
