PROBLEM TO BE SOLVED: To provide a system to correctly read addresses even if the correct addresses are not registered in a house record in an address reading technique of collating address word candidates and the address record. SOLUTION: The results of address word recognition are collated with the address record part 105 and read candidates are enumerated by a supplement address forming means 103. The results of the address word recognition are formed while an address rule memory section 104 is referenced by a word connected address forming means 106. The candidate of the higher likelihood of both candidates is outputted by an output deciding means 107.
