The holding device includes guides (21) for positioning the padlocks (1), so that a shell-plug assembly (3) disposed within the lock housing (11) is maintained at a prescribed location. The holding device (18) is attached to a shearing apparatus (29) for shearing assembly pins (5) in the shell-plug assembly (3).
