In a mobile communication system, to equalize load if processing at a base control station is congested, the number of base stations (BS) administrated by the base control station (BCS) is, in real time and dynamically, changed to correspond to the state of congestion. Therefore, the network of the control lines is constituted such that control signals to the mobile stations can be transmitted to a plurality of base control stations; and if the base control station has detected process congestion, a portion of the controlled base station is consigned to an adjacent base control station (Fig. 17). |
