PROBLEM TO BE SOLVED: To extremely reduce decomposition and deterioration of a binder due to photocatalyst particles and to adhere strongly over a long period of time the photocatalyst particles on every substrate without damaging its photocatalytic function. SOLUTION: The photocatalyst particles are adhered on a substrate by interposing a hardly decomposable binder such as silicon compd. such as water-glass, colloidal silica and polyorganosiloxane, phosphate and biphosphate such as zinc phosphate and aluminum phosphate, inorg. binder such as cement and org. binder such as fluorine based polymer and silicone based polymer.
