PROBLEM TO BE SOLVED: To enable accurate evaluation of whether afterburning is possible for coal to be combusted in a fluidized bed boiler with a limited amount of a sample by including a combustion gas sampling means for sampling a combustion gas in a case and a measuring means to measure the concentration of oxygen in the sampled combustion gas. SOLUTION: When a fuel body is burning, a combustion gas is sampled from an upper position of a fluidized bed in a case 2 by a sampling tube of a combustion gas sampling means 5 and the sampled combustion gas is sent into an oxygen meter 61 to measure the concentration C of oxygen in the combustion gas wish the oxygen meter 61. A measurement data is transmitted to a data processing means 62 to determine the maximum drop dC in the concentration of oxygen, a lowering speed C' during the decrease in the concentration of oxygen, a restoring speed C" of the concentration of oxygen during the increase in the concentration of oxygen from changes in the concentration C and the dC, C", C'×C", dC×C'×C" are compared with reference values. This enables accurate evaluation of the possibility of afterburning depending on the type of coal to be burned in a fluidized bed boiler.
