PROBLEM TO BE SOLVED: To prevent the occurrence of an image defect caused by projections formed on the surface of a conductive resin coating layer due to a filler, in the method of blending the filler into the conductive resin coating layer, to obtain surface roughness at the time of applying coating. SOLUTION: The developing sleeve is constituted of a cylindrical base material 16, the conductive resin coating layer 17 which is formed on the outer periphery of the cylindrical base material 16 by spray coating and includes a surface roughness-forming filler and a conductive resin coating layer 17 after its surface projections are cut/removed by a cutter. The production of the developing sleeve is constituted of a spraying process for forming the conductive resin coating layer 17 including the filler on the outer periphery of the cylindrical base material 16 by the spray coating and the surface layer cutting process of cutting/removing the projections on the surface of the coating layer 17 by the cutter. |
