PROBLEM TO BE SOLVED: To discriminate whether or not an input image is of document without spending a great expense and without executing a complicated operation. SOLUTION: This system is provided with an edge amount discrimination means 11d that discriminates an amount of edge parts in an input image and with a writings and pictures bit setting means 11e that sets properly a bit indicating whether or not the input image is of document, discriminates whether or not the input image is of document by discriminating the amount of edge parts in the input image and by executing properly setting to the document bit coding and compression of the input image are conducted in compliance with, e.g. the ITU-T.H.261 standard. Even in the case that one camera can cope with both a document image and other images, the system discriminates whether or not the input image is of document without operating a button or changing a camera angle. |
