PROBLEM TO BE SOLVED: To send cells in a cycle shorter than the cycle that can be counted by a timer process by producing plural transmission requests to a single time-out message signal produced by the timer process and giving continuously the transmission requests to a transmission part via a main process of a transmission control part. SOLUTION: In a starting initialization state of a transmission control part 202, a main process 204 sets a transmission interval based on the peak rate that is set at an ATM transmission part 205 and generates a timer process 203 as a slave process. The process 203 counts the cycles based on the sleep function of a terminal 201 and sends the time-out message signals to the process 204 in each of counted cycles. If the time-out messages received from the process 203 are used as the transmission triggers, plural transmission requests are produced against these triggers and continuously given to the part 205. Then the cells are sent at a prescribed time interval in response to those transmission requests.
