PROBLEM TO BE SOLVED: To transmit and receive the electronic mails in place of a planner by registering the subject mails and attributes, recording the rating result when the answer mail for the subject mail selected based on a selection logic is received, and selecting the mail to be sent next based on the rating result via the planner. SOLUTION: A subject storage means 2410 of an electronic mail system server 200 registers the subject mails and attributes which are registered from a planner terminal 300, and a rating history initialization means 2413 initializes the contents of a rating history holding means 2412. When an answer mail is received from a participant terminal 100, a rating history recording means 2422 records an answered state and the rating result to the means 2412 with respect to the relevant subject mail after the answer mail is rated by a planner. Then a subject mail selection means 2424 selects the subject mail to be sent next out of the means 2410 based on a subject selection rule 2411 with which the planner defined the selection logic of the subject mail.
