PROBLEM TO BE SOLVED: To improve water imperviousness by providing at least one collar protruded outward along the outer peripheral wall of an intermediate part of a sleeve arranged in a piping through hole of a concrete wall while having a built-in shield tube, and filling a filler in a clearance between the inner peripheral wall of the sleeve and the outer peripheral wall of the shield tube. SOLUTION: A sleeve 2 to be arranged in a through hole A of a concrete wall 1 has a collar 3 formed along its outer peripheral wall. A clearance formed between the hole wall surface of the through hole A and the outer peripheral wall of the sleeve 2 is backfilled with mortar 4. A shield tube 5 is arranged in the inner space of the sleeve 2. This shield tube 5 has the same length as the sleeve 2, and connection parts connectable to shield tubes 7, 8 are provided at both end parts. In order to form the connection plart of the shield tubes 5, 7 into watertight structure, an O-ring 9 is arranged at the boundary surface of the shield tubes 5, 7. Filters 14, 15 are filled in a clearance formed between the inner peripheral wall of the sleeve 2 and the outer peripheral wall of the shield tube 5 to attain water imperviousness.
