<p>PROBLEM TO BE SOLVED: To improve the efficiency of prediction and the efficiency of encoding by finding out the variation of a picture signal of low resolution by using motion information found out from a picture signal of high resolution, adding the variation to the local decoded image of the high resolution picture signal and generating a predictive reference image to execute encoding. SOLUTION: A motion vector detection circuit 42 detects a motion vector by using an image of an upper layer as a reference image. The motion vector is sent to motion compensation circuits 52, 53 and the motion compensation predicting images of upper and lower layers are respectively formed. The motion compensation predicting image compensated at its motion and extracted from the circuit 52 is sent to an arithmetic circuit 59, which adds the motion compensation predicting image to an output image from a threshold comparator 58 in each pixel and generates an image. The output of the circuit 59 is outputted as a predictive reference image. Namely a new reference image is generated by adding the variation of the lower layer to the reference image of the upper layer and inter-frame predictive encoding is attained by using the generated reference image.</p> |
