PROBLEM TO BE SOLVED: To improve electric characteristics such as ion permeability and liquid holding property and various characteristics such as the prevention of an internal short circuit by manufacturing wet paper from cellulose, and drying it, while the void structure of the wet paper is maintained to form a separator. SOLUTION: Water held in a void structure between cellulose fibers in a wet paper state is dried by solvent substitution or freeze drying, or cellulose fibers are dispersed in an organic solvent to manufacture wet paper, and the organic solvent in the wet paper is volatilized for drying. The occurrence of hydrogen bonding is suppressed, and the void structure existing in the wet paper is kept as it is. A porous separator having fine through holes, a low density, a high density, and high airtightness, practically the porous high- airtightness separator having the thickness of 100μm or below and the airtightness of 1000sec/100cc or above, is obtained. This separator is used to manufacture a nonaqueous battery.
