PROBLEM TO BE SOLVED: To provide a charging start/stop instruction in matching with transmission reception of a message independently of path connection/disconnection in the cell count method for the fixed length cell processing exchange that is suitable for the switched virtual channel(SVC) service adopting, e.g., the ATM exchange technology. SOLUTION: In the case of setting a path between a caller terminal equipment and a called terminal equipment, cell count by a cell count section is started and then a routing information setting step (A1) and a cell count start step (A2) are provided. On the other hand, in the case of releasing a path between the caller terminal equipment and the called terminal equipment to stop cell count by the cell count section, and a request side line cell count stop step (A3) and a requested side line cell count stop step (A4) are sequentially executed.
