PROBLEM TO BE SOLVED: To make it possible to check safety even when an unexpected event occurs in a nurse needer by controlling a power supply mode switching means by a control signal received from a support center through a transmission line and constituting the system so that data can be exchanged between the support center and a terminal side control part. SOLUTION: At the time of receiving a mode switch signal such as a radio signal from an input means in a terminal control part 2 or a nurse needer's remote operation part 10, a terminal side power supply/communication management part 14 switches a power supply mode switching part 15 from a normal mode to a power saving mode or in the reverse direction in accordance with the contents of the signal. When an emergency button 18 on the operation part 10 is depressed, a remote operation receiving part in the management part 14 receives an emergency signal to be a radio or optical signal from the operation part 10 and the management part 14 reads out a stored prescribed emergency call item and automatically informs the support center of the read contents through a public telephone line 19.
