PROBLEM TO BE SOLVED: To realize proper available bit rate ABR control with respect to the control technology of a bit rate of cells in a cell network such as an asynchronous transfer mode ATM network. SOLUTION: A bottle neck path estimate/storage section 105 estimates a bottle neck path that is a logical channel whose transmission rate is suppressed by a cell exchange other than a prescribed cell exchange among logical channels using a prescribed physical channel in the prescribed cell exchange. An explicit rate ER calculation section 104 sets an ER value to a resource management cell that is transferred on the physical channel based on a state of the logical channel using the physical channel (active logical channel number) and the information relating to the bottle neck path estimated by the bottle neck path estimate/storage section 105. |
