PROBLEM TO BE SOLVED: To reduce the time cost for matching by sorting blocks into groups based on the probability distribution characteristic of variance at the time of the variance calculation of the luminance of each block for affine transformation, and preferentially selecting based on the proximity degree of a characteristic group in the selection of a domain block in the fractal compression of an image. SOLUTION: A block characteristic calculating device 127 obtains the characteristic, the variance, the average value, the maximum value, the minimum value, the variance, etc., of luminance concerning each domain block and range block to house in a range block generating storage device 123. A block sorting device 128 takes notice of the variance of luminance at each block, e.g. arranges them in the order of increasing variation and groups them according to a previously fixed reference. A probability distribution designating device 129 preferentially selects one of high proximity degree in a group the range block and the domain block belong to and sends it to a compressed data generator 124. |
