The invention relates to a method for producing polymers containing carbamate units, wherein polyethylene imines or polymers containing vinyl amine units of formula (III) in which R<1> = H or C1-C6-alkyl are made to react with halogen formic acid esters. The invention also relates to the use of the polyethylene imines containing carbamate groups thus obtained or polymers containing vinyl carbamate units as retention agents, dehydrating agents, flocculants and fixing agents in the production of paper, as a protective colloid for the production of aqueous alkyl diketene dispersions and as a dispersing agent for the production of accumulated aqueous filling material slurries.
