PROBLEM TO BE SOLVED: To provide a simple and continuous pretreatment method easy in the handling of a filter, the treatment of floc or the cleaning of a contaminated filter, much in treatment quantity and not generating the clogging caused by filtering in pretreatment removing a bacteria prohibiting substance in biological treatment for an, amine- containing waste soln. such as a waste soln. of a water-soluble cutting oil agent or secondary treated water thereof and a small-sized apparatus therefor. SOLUTION: A flocculant 7 and a pH adjusting agent 6 are charged in a chemical treatment tank 4 to insolubillze or flocculate a bacteria prohibiting substance and a waste soln. containing the insolubilized or flocculated bacteria prohibiting substance is supplied to a ceramic filter 10 to be separated into a filtrate and a conc. soln. and the filtrate is supplied to biological treatment of a next process from a discharge port 12 while the conc. soln. is again chemically treated to insolubilize or flocculate the bacteria prohibiting substance to be again supplied to the ceramic filter 10 to be separated into a filtrate and a conc. soln. This operation is repeated. Further, a flock separation tank 16 is disposed between an accumulator 13 for backwashing and a circulating passage 16a.
