PICTURE CODING DEVICE AND PICTURE DECODING DEVICE

If coding is carried out on the block basis in subband coding of a picture, the hierarchical characteristic which a subband picture originally has is lost. Thus, efficient coding is to be carried out while holding the hierarchical characterisitc of the subband picture. After the subband picture is coded on the block basis, symbol information and coefficient information are divided and relocated for every subband before preparing coded data.
