PROBLEM TO BE SOLVED: To decrease the frequency of access to a memory and to increase the retrieval speed by accessing a memory address corresponding to an arbitrary registered address for a transmission destination address, reading the registered address, route information, and a jump destination address out, and comparing and matching the transmission destination address and registered address, bit by bit, against each other in order. SOLUTION: A transmission destination IP address and a registered IP address of a registration number No.3 has the bit values of their 0th to 2nd bits matching each other and retrieval is performed from the 3rd bit of the retrieval path of the registered number IP address as to the transmission destination IP address. If the respective bit values of the 0th to 2nd bits do not match each other when the transmission IP address is compared with the registered IP address of the registration number No.3, it is found that the transmission destination IP address is not registered. After the bit values of the 0th to 2nd bits are matched against each other, a registered IP address whose 3rd bit only is different is set as a jump destination address.
