FIELD: equipment used by traffic service personnel for controlling traffic and causing emergency stop of vehicles. SUBSTANCE: street traffic control staff has tubular body with handle provided with button, cylindrical capsule disposed within tubular body and containing active affecting substance, and striker. Pressing of button causes striker to move and active substance to be ejected from staff and dispersed in the direction of transgressor's vehicle. Capsule contains special liquid which, when ejected, forms indelible dark film on vehicle's face glass to hinder viewing to driver. In case transgressor is too aggressive and creates situation threatening for traffic control service personnel, directed outburst of substance forming protective cloud of tear gas or other affecting substance occurs to neutralize transgressor's aggressive actions.
