PROBLEM TO BE SOLVED: To obtain a dynamic image coding system that executes optimum valid block discrimination in a sense of minimizing visual distortions by comparing quantization distortion, when a block is made to be a valid block with magnitude of visual disturbance to that when a block is made to be an invalid block. SOLUTION: A device applied with this system is provided with a valid block discrimination part 101 to calculate an evaluation amount Em of a prediction error signal in a unit of blocks and an evaluation amount Eq of a quantization error of a transformation coefficient, the discrimination part 101 discriminates the block to be a valid block, when the evaluation amount Em is more than the evaluation amount Eq and the discrimination part 101 discriminates the block to be an invalid block, when the evaluation amount Em is less than the evaluation amount Eq. In the case of discriminating as the invalid block, prediction error information related to the block is not transmitted and in the case of discriminating as the valid block, after the block is transformed orthogonally, the transformation coefficient is quantized. When a non-zero signal is generated, the quantized transformation coefficient is transmitted. |
