PROBLEM TO BE SOLVED: To separate and extract individual moving objects even when moving objects are overlapped with each other on a screen by detecting a movement vector from a moving picture and classifying the movement vector in a moving area and dividing the moving area into plural areas based on the classification result thereby separating a moving object. SOLUTION: A moving area extraction part 11 uses inter-frame differences to extract moving areas of frames successively inputted from an input part 16. A movement vector detection part 12 uses frames successively inputted from the input part 16 to detect the movement vector of a moving area extracted by the moving area extraction part 11. This movement vector is stored in a memory 13. A movement vector classifying part 14 successively calls movement vectors from the memory 13 and classifies movement vectors by a classification method after determining the classification method of movement vectors. A moving object separation part 15 divides a moving area extracted by the moving area extraction part 11 based on the classification result of the movement vector classifying part 14 and outputs the result from an output part 17.
