PROBLEM TO BE SOLVED: To provide a developing device which is constituted so that a harmful effect such as the lowering of image density and surface fogging occurring because a member wears and developer is fixed and fused or a vertical white stripe on a developer carrier occurring because the developer flocculates and a foreign matter is retained can be eliminated even after an image is outputted many times and the density of the output image whose high image quality is maintained and the range of atomospheric temperature and humidity are not restricted. SOLUTION: This device is provided with a developing container housing the powder developer, the developer carrier 301 freely rotatably supported by the developing container and set for carrying the developer on the surface and a developer thin layer forming member 31 forming the thin layer of the developer on the surface of the carrier 301. Then, the forming member 31 is constituted of a rectangular plate-like member 302a and one long side thereof is fixed to a freely rotatably supported rotary shaft 306. Besides, plural plate- like members 302a are disposed on one shaft 306 and one of them is selected by rotating the shaft 302. |
