PROBLEM TO BE SOLVED: To surely provide additional information superimposed on a video signal by preventing the additional information superimposed on the video signal by spreading a spectrum from being diminished or deteriorated. SOLUTION: A pseudo-random noise PN code generating control part 15 generates a PN code reset timing signal RE to start generation of a PN code string for every one vertical section, forms a PN code generating clock signal PNCLK of one horizontal period or plural horizontal periods and supplies them to a spread spectrum SS copy prevention control signal generating part 16. The SS copy prevention control signal generating part 16 makes the vertical section one period and generates repetitively the PN code string, in which one tip is assigned to one horizontal section or plural horizontal/sections and applies spread spectrum processing to a copy prevention control signal S3 by using the PN code string, so as to be completed in the PN code string by one period to form an SS copy prevention control signal S5.
