PROBLEM TO BE SOLVED: To equalize communication cost burden on communication parties with each other in processing that performs intercommunication with the other communication party with respect to a communication start processing system. SOLUTION: When a mediation processing means 5 uses a public line 3 and receives an access request from a user's terminal through a communication path 4 that is established via a network service provider, it performs receipt and delivery of connection destination information from and to other user's terminals. When information about connection is notified from other user's terminals through the means 5 or directly by the line 3, communication processing means 2a and 2b once disconnect the line there, start access processing means 1a and 1b according to control information that is included in notification information and also processes line reconnection to an access request destination of the path 4 based on the notification information. Thereby, the means 2a and 2b separately perform intercommunication in a state in which they voluntarily connect to the path 4, and therefore, the communication cost burden on communication parties is equalized. |
