SOLUTION: Pixel data of a prescribed line of plural current frames are supplied to a class-generating circuit 6 via a frame memory 1-1, line memories 1-1-1, 2-2-2 or the like, and a prediction value obtained as a result predicted processed already by a prediction processing circuit 8 is supplied to the class generating circuit 6 via frame memoirs 21-1, 21-2, line memories 22-1-1, 22-1-1 or the like.
