PROBLEM TO BE SOLVED: To provide a developing device and an image forming device for improving an efficiency of replacing developer between a developing roller and a stirring means and for preventing the occurrence of uneven image density. SOLUTION: The image forming device is provided with a developing container 21 for storing two component developer, the developing roller 22 arranged in the developing container 21 and rotated in a fixed direction so as to supply the two-component developer to an image carrier, a stirring mixer 23 arranged in the developing container 21 and rotated in the same direction of the developing roller 22 so as to supply the two-component developer to the developing roller 22, and a developer control member for controlling the thickness of the two-component developer supplied to the developing roller 22. And the following condition is established; N1 /N2 (the ratio of the rotating speed N1 of the stirring mixer 23 to the rotating speed N2 of the developer roller 22) >=1.8. |
