PROBLEM TO BE SOLVED: To provide an integrated exhaust gas treating device to have high reliability to reduce emission concentration of dioxine and nitrogen oxide even when quality of dust charged in an incinerator is differed and a method to operate an incinerator is differed. SOLUTION: City refuse incinerating equipment is constituted such that an upper secondary combustion chamber 3 of an incinerator 1 is arranged individually from a primary combustion chamber, a dust removing device 2 to remove dust contained in combustion exhaust gas between a primary combustion chamber and a secondary combustion chamber 3 is arranged between the primary combustion chamber and the secondary combustion chamber 3 or the dust removing device 2 is arranged in the high temperature area of an exhaust gas flow passage to discharge exhaust gas discharge from the incinerator 1 having the primary combustion chamber and the secondary combustion chamber. Further, the dust removing device to remove dust contained in combustion exhaust gas may be arranged in the high temperature region of a flow passage for exhaust gas discharged from the incinerator and a reheating chamber may be arranged on the wake side thereof.
