SOLUTION: When a connection destination is a speech permissible area, it is not registered to a hold path connection destination information storage section 16c and when a connection destination is a speech inhibit area, a substitute reply device 14 is registered by the hold path connection destination information storage section 16c. When a call destination is a mobile terminal located in the speech inhibit area or when a mobile destination of a hand-over terminal is in the speech inhibit area in the case of executing hand-over, a communication path of the call destination terminal or the hand-over terminal and a communication path of a sender of a communication opposite party of the hand-over terminal are not connected but the paths are held by a communication path hold means 15a. Then in response to the movement of the call destination terminal or the hand-over terminal in the speech permissible area, the communication path of the mobile terminal and the communication path of the sender or the communication opposite party having been held are connected.
