PROBLEM TO BE SOLVED: To automatically perform propriety judgment of line setting elimination, simplify the operation of line elimination and also to prevent a misoperation by judging that a line can be eliminated, when it is detected that source nodes ID and destination nodes ID on a reception table on a downstream side of nodes have specific value in nodes on an upstream side. SOLUTION: A line-setting table shows connection destinations of lines and sets them in each different line of transmission directions (E→W and W→E) in every group of reception (RCV) and transmission (TRMT) on one side of a node (EAST side) and the other side (WEST side). When line-setting is eliminated in a certain node, because source nodes ID and destination nodes ID have certain specific combinations on the line-setting table in nodes that are in direction opposite (upstream side) to the transmission direction of a signal, a self-node judges that the elimination of the line is possible by detecting the state.
