PROBLEM TO BE SOLVED: To automatically form a deformation map showing a selected place by selecting the data required for guiding a goal from the map data within the range relevant to the starting place, the goal, and normalizing a connection angle of its load network data and transforming the coordinates. SOLUTION: An input reception processing part 110 sets a size of an outputting map, the goal and the starting place, and an object selection processing part 121 extracts the map data required for the goal and staring place, and selects the data required for forming the deformation map. A load network arrangement processing part 122 normalizes an angle between links by using the link and node data showing the selected load network. A building arrangement processing part 123 coordinates transforms so as to keep an original position for a normalized node position by using the building data. A note name arrangement processing part 124 extracts the note name data related to its building, and arranges it so as not to be overlapped with other buildings and note names.
