摘要 PROBLEM TO BE SOLVED: To increase resistance on a collector surface to restrain high-current discharge at the time of a short circuit, even in a severe condition such as a nail-pricking test, by forming a resistor layer, having resistance higher than that of a conductive base substance, on a conductive base substance surface retaining an active material. SOLUTION: The resistance value and thickness of a resistor layer is preferably 0.1-100&Omega;.cm<2> and 0.001-0.2mm, respectively; and the mixture, etc., of carbon powder and polymide resin is used to form the resistor layer. Positive and negative electrode base boards 2a and 3a, having positive and negative electrode active materials on both surfaces respectively, are electrically connected via a nail 21, by penetrating positive and negative electrode plates and a separator by the nail 21, to become a short circuit condition. Here, the resistance of the contact part with the nail 21 is increased by the resistant layer 2c of the positive electrode base substance 2a surface and/or the resistant layer 3c of the negative electrode base substance 3.
