The method includes the steps of receiving a radio frequency (RF) signal from the mobile unit 202, measuring signal quality of the RF signal to produce a received quality signal 204, sampling the received quality signal during a first time period to produce a first group of samples 206, sampling the received quality signal during a second time period to produce a second group of samples 208, calculating a variation in signal quality of the RF signal in response to the first and second group of samples 210, and determining a speed measurement in response to the variation in signal quality 212.
