The water tank 1 is a box, on the front face of which the inlet 12 of the extruded tubing 5 is provided and on the rear face of which the outlet 13 of the extruded tubing 5 is provided. In addition, the cooling water feeding pipes 3 are arranged at the periphery of the extruded tubing 5 passing through the water tank 1. On each water feeding pipe 3, a plurality of spray nozzles 31 directing to the extruded tubing 5 is provided. Further, cooling water feeding pipe supporting devices 4, each of which brings or keeps the cooling water feed pipe 3 close to or away from the extruded tubing 5 in response to the degree of vacuum in the water tank 1, are provided in the water tank 1, which can be vaccumized.
