PROBLEM TO BE SOLVED: To obtain a firmly combined film by grinding the surface after filling a filling material containing platinum fine particles in pores on a refractory base material and sintering, exposing the platinum fine particles and successively, thermal-spraying the platinum or the platinum alloy on the outer surface of the base material. SOLUTION: A material mixing suitable inorganic material having heat resistance at 5-70vol% to the platinum fine particles 3 having 5-150μm particle diameter and kneading by adding the water, is filled into the pores 2 existing on the surface of the refractory base material 1. After sintering the refractory base material 1, at 1,000-1,400 deg.C, the surface is ground with an alumina grinding stone, etc., to expose a part of the platinum fine particles 3 from the filled material. The film 5 of the platinum or the platinum alloy is formed on the outer surface of the refractory base material 1 with the plasma thermal-spray. The thermal-sprayed platinum, etc., is firmly combined with the exposed part of the platinum fine particles 3 contained the filled material. The inorganic adhesive in the filled material is press-stuck to the inner surfaces of the pores 2 with the platinum fine particles 3 expanded at the time of sintering and firmly combined with the refractory base material 1.
