PROBLEM TO BE SOLVED: To produce the subject compound in a manner of good catalyst function and easy catalyst separation from the reaction liquid, and at high selectivity, high conversion and good efficiency by hydrolyzing an alkylene carbonate in the presence of a specific catalyst. SOLUTION: (A) An alkylene carbonate [e.g. an alkylene carbonate having a 2-6C (branched) alkylene, concretely, ethylene carbonate, butylene carbonate, etc.] is hydrolyzed in the presence of (B) ceric oxide, for example, at 100-200 deg.C under a pressure of 0.1-5Mpa. The reaction is carried out by using the component B in an amount of 0.1-100wt.%, preferably 0.5-50wt.%, and water in an amount of 1-10mol times, preferably 1-5mol times, both based on the component A. |
